Malaysian government agency PERKESO modernizes its user experience using Red Hat technologies

Overview

Pertubuhan Keselamatan Sosial (PERKESO), Malaysia’s social security organization, needed to modernize its claims platform to better serve its customers. Using Red Hat solutions, it created new digital business workflows and replaced its legacy architecture with a custom application running on Red Hat Enterprise Linux (RHEL) and integrated using Red Hat Fuse. This resulted in about 75 percent fewer manual processes, allowing PERKESO to offer more efficient, accessible online services to their users.

Challenge

Modernize social security services

To shift to an environment with more responsive digital services, PERKESO needed to replace its legacy system architecture with a modular application that connected legacy systems with new technologies. Contributions were handled manually, so Malaysian citizens had to visit a PERKESO office to submit forms that were then physically sent to PERKESO, where they were manually reviewed. The organization wanted to modernize this time-consuming process to deliver faster claims approvals for citizens.

Solution

Build a digital service environment using open source

With help from Red Hat Consulting and local IT specialist and Red Hat partner Wiseyes Solutions, PERKESO deployed RHEL and a custom modular application integrated using Red Hat Fuse, a distributed integration platform. It also created new digital business workflows and processes with Red Hat Process Automation Manager, which were deployed on the Red Hat JBoss Enterprise Application Platform (EAP) and Red Hat JBoss Web Server to support critical web services and applications.

Business outcome

Improved citizen engagement with less time and cost

With its new custom application running on RHEL, 400,000+ of Malaysia’s employers can now use PERKESO’s digital channels to submit payments and contributions, and employees can now access their social security information online. This has boosted online engagement by 90 percent and reduced service time to market from months to days. PERKESO has also been able to scale to better accommodate its rapid online business growth and is looking toward supporting future innovation with additional enterprise open source technologies.
